Depends on quite a number of factors - type of setting agent, bloom factor of gelatin in your jelly mixture etc.
Effectively you need enough hot water to fully dissolve the gelatin (or jelly cubes etc) then make up the mixture to the stated volume with vodka. Not enough hot water and the gelatin wont dissolve, too much vodka and you'll lose structural integrity of the jelly.

No it doesn't except at some stupidly low temperature. I always keep my vodka in the freezer and it's never even icy  "
