neither, it's just acknowledging that someone has tried. It's not saying it's good but it's not saying it's bad either.
If smeone said it after spending the night with us though I'd be mightily insulted lol. |

Well often its used as an acnowlegement of failiure but recently someone pointed out it signified "not good enough" and it made me think.  |

Depends in what circumstance it was said - if someone saw me bricklaying and said 'good effort' I'd be mighty pleased, If they said it after sex I'd think 'cheeky mare' but say thank you graciously. |
